Stretching Training Dollars in New Directions

 

COLCHESTER, Vt. - Vermont recently became the fourth state to embrace the Emergency Management Staff Trainer as a training tool for its Joint Staff. The EMST is a web based scenario driven tool that allows decision makers to exercise command and coordination skills in a low cost, low impact, high-payoff virtual environment.

The Vermont exercise is a customization of the generic EMST hurricane scenario. Mimicking recent reality, it is (based on) a large hurricane impacting the Atlantic coast and reaching into Vermont with damaging winds and rain induced flooding. Vermont customized their exercise scenario using injects based on actual after action report comments from Tropical Storm Irene response operations.

Lt. Col. Russ Morin, (of) the New Hampshire National Guard J-7 who came to Vermont to observe the EMST and its functionality, said “Based on my observations the system seems very user friendly and appeared to help exercise the domestic operations process very efficiently and affordably. I was impressed with how fast the VTNG staff became familiar with the tool and I look forward to using this tool in New Hampshire."
