Engineering & Computer Simulations, Inc. (ECS) announced it has secured a major contract through ECS-Riptide Joint Venture (JV) to spearhead development of the U.S. Army’s critical One Semi Automated Forces (OneSAF) simulation program. The competitively awarded contract for $127M spans six years through a base year plus five option years, positioning ECS as a leader in next-generation military simulation technology.
The OneSAF program serves as the backbone of U.S. Army simulation capabilities, delivering a unified, computer-generated force system that powers training, analysis, and operational planning across all Army modeling & simulation communities and government agencies worldwide. This advanced simulation platform eliminates costly redundancies by replacing multiple disparate tools with a single, comprehensive solution.

The contract victory comes at a pivotal time as the Department of War transitions to Next Generation Constructive (NGC) capabilities. OneSAF will play a central role in this transformation, delivering cutting-edge simulation technology that enhances military readiness and operational effectiveness.
The program currently serves more than 200 different user groups spanning continental U.S. and overseas installations, providing mission-critical capabilities developed under Training & Transformation Initiative specifications.

Strategic Partnership Drives Innovation
The winning team operates as ECS-Riptide Joint Venture, LLC, combining ECS’s emerging capabilities with Riptide Software’s proven track record as the current OneSAF prime contractor. This strategic partnership leverages complementary strengths to deliver enhanced value to the Army.
ECS brings deep modeling and simulation expertise as an Orlando-headquartered small business with extensive defense industry experience, including previous OneSAF co-development work and prime contractor experience on the PM-TRASYS Combined Arms Command and Control Training Upgrade System (CACCTUS).
Riptide Software contributes comprehensive capabilities spanning training, field services, advanced software design and development, IT infrastructure, and logistics provisioning across the Department of War. The company has successfully designed and deployed numerous Live, Virtual, and Constructive simulation solutions for U.S. Army and Marine Corps operations.

Transforming Military Training and Analysis
OneSAF’s open-source architecture provides variable fidelity levels supporting diverse requirements across Army modeling and simulation domains. The program distributes source code to allied countries, military services, program executive offices, and Army organizations worldwide, enabling customized solutions for unique mission requirements.
The platform integrates approximately 30 new capabilities annually through collaborative development with external and internal partners. This continuous innovation cycle ensures OneSAF remains at the forefront of simulation technology while providing a robust baseline that benefits entire U.S. and international user communities.
Research, Development, and Engineering Command, The Research and Analysis Center, and Battle Labs currently leverage OneSAF to execute complex Army analytical studies and experimentation activities.
