Emergency Management Staff Trainer (EMST)

The Emergency Management Staff Trainer is legacy training system built by ECS for single or multi-player simulation-based exercises geared toward staff who are responsible for mitigating consequences during an emergency. EMST was developed for web-based delivery allowing participants to log in through any web browser and proceed through an exercise. Scenarios within EMST are customizable and can provide role-specific training for a single person, a team, or multiple agencies working together within any domain where there is an emphasis on communication, collaboration, workflow and procedures.

Features

EMST is an all-hazards trainer, with an established catalog of scenarios ranging from small scale human error to large scale natural disasters, terrorist attacks, pandemics, and civil unrest. Each EMST exercise presents an unfolding situation through authentic and multi-dimensional injects such as emails, social media updates, news videos, website articles, simulated conversations, meetings, maps, and images. These injects require the participant to prioritize tasks, respond to or moderate the situation, and predict how their response will affect the remainder of the emergency. EMST also incorporates an After Action Review capability that automatically assesses how well each participant adapts to the unfolding circumstances. These budget friendly tailored scenarios enable users to achieve particular levels of preparedness over a variety of response situations as an individual, team member, or agency.

The EMST platform and system architecture was used to expand the capability into several other domains, including Energy, Transportation, and even Acquisition. This led to various other branded products including:  Transit Emergency Response Application (TERA), Crisis Response Simulation (CRS), Virtual Staff Trainer (VST), and Cruise Line Simulation.

End of Life

As of December 31, 2020, Adobe has completed the End-of-Life (EOL) process for Flash Player, ceasing all support and as of January 12, 2021 all Flash content is blocked from running in browsers still using the Flash Player.

In the years leading to up to 2020 while Flash was being deprecated in various ways by Adobe and modern web browsers, ECS consulted with all current, potential, and prior customers of EMST products to gauge stakeholder interest and business case for further investment to transition the EMST platform off Adobe Flash Player. Based on the results of that market research and extensive analysis, ECS reluctantly decided to also end support for EMST in parallel with Adobe’s EOL.

ECS still believes strongly in the potential for this legacy system for use in supporting training at a local, state, and federal level.
